Why Authorised Intermediaries exist
The DRO framework requires applications to be submitted through Authorised Intermediaries — trained specialists who assess eligibility and prepare the application accurately.
This is designed to protect people from making mistakes on complex applications and to prevent DROs being used inappropriately.
You cannot submit a DRO application yourself directly to the Insolvency Service.
Where to find an Authorised Intermediary
StepChange is the largest AI provider in the UK. Their DRO team handles thousands of applications each year.
Citizens Advice has AIs in many local offices.
Christians Against Poverty provides AIs through some of its debt help centres.
Some Local Authorities have in-house AI capability.
The AI process
Initial assessment: the AI reviews your income, expenditure, debts and assets against the DRO criteria.
Full disclosure: gathering evidence of all debts (credit report, statements, letters).
Application preparation: the AI drafts the application accurately.
Submission: the AI submits to the Insolvency Service.
Post-DRO support: some AIs continue to support during the 12-month moratorium.
Cost
AIs do not charge for their services. The £90 application fee goes to the Insolvency Service, not the AI.
If anyone offers to prepare a DRO application for a fee, that is not compliant. Reputable AI services are free.
